CPM, AM-FE, PA (PM-Social), PA (PM-M&E), Nokma, VPIC Chairman, Vice Chairman, VCF EC Members, and VPIC Members

Proceedings:

The meeting commenced with the introduction of all staff members present.

The discussion was initiated by Silchira Sangma (PA-PM), who raised concerns regarding issues that had arisen within the VPIC.

In response, the Nokma explained that the issues stemmed from villagers’ fear of losing their land due to the requirement of submitting the MoA (Memorandum of Agreement) and NoC (No Objection Certificate) to the CMU. Additionally, there was a lack of clear communication within the community, which contributed to misunderstandings.

Lopez Marak (AM-FE) addressed these concerns by:

  • Explaining the importance and purpose of the MoA and NoC
  • Emphasizing that no work can be undertaken on villagers’ land without their full consent through the NoC
  • Providing a step-by-step explanation of the project implementation process 

Further, Shri Sitaram Prasad Sah (CPM) gave a detailed explanation of the project and addressed all doubts raised by the community members.

Outcome:

  • The VPIC agreed to cooperate and proceed with the project
  • Members committed to submitting the MoA and NoC by the following week for further processing
  • The VPIC agreed to complete FPA-2 and FPA-3 activities
  • The community expressed willingness to provide land for plantation activities

Note

The Bongpara VPIC meeting was held on 20th March 2026 with participation from project staff, community leaders, and VPIC members. The discussion focused on concerns raised by the community regarding the submission of the MoA and NoC, mainly due to fears of land loss and lack of proper communication.

Project officials clarified the purpose and importance of these documents, assuring that no activities would take place without the consent of landowners. They also explained the overall project process to address misunderstandings.

As a result, the VPIC agreed to cooperate with the project, committed to submitting the required documents, and showed willingness to proceed with FPA-2 and FPA-3 activities, including providing land for plantation work.
